Welcome to my personal site!  

My name is Hsuan and I am an Associate Professor and the Provost’s Chair in Public Policy and Global Affairs at NTU Singapore, where I joined as a Nanyang Assistant Professor in 2013. During 2020-2022, I was the Head of the Public Policy and Global Affairs Division in the School of Social Sciences.

I was trained as a political and policy scientist at UC Berkeley (BA), University of Leiden (MEPA), University of Oxford (MPhil), and the University of Cambridge (PhD). Prior to joining NTU Singapore, I was a postdoctoral researcher at ARENA - Centre for European Studies, University of Oslo. I have held visiting positions at the following institutions: Sciences Po (Spring 2023), Luiss Guido Carli (Spring 2022), University of Helsinki (2019-2021), Waseda University (2019-2020), Princeton University (2018-2019), and the Johannesburg Institute of Advanced Studies (2018).

My research interests are in the areas of knowledge politics, migration politics, and food politics. Applying a public policy perspective, I am researching the emergence and evolution of higher education regionalisms in Asia and Europe, how governments around the world strategise in the global talent competition, and the relationship between policy design and the effects of on-demand food delivery.

Together with Kim Moloney and Michael Bauer, I am the series co-editor of Transnational Administration and Global Policy, Bristol University Press (2019-). During 2013-2016, I was the Academic Coordinator of UACES collaborative research network on the European Research Area, and during 2016-2019 I was the Convenor of the ECPR Standing Group on Knowledge Politics and Policies.
