Welcome to my personal site!  

My name is Hsuan and I am a Nanyang Assistant Professor in the Public Policy and Global Affairs programme at NTU Singapore, an Associate Fellow at EU Centre Singapore, and the Convenor of the ECPR Standing Group on the Politics of Higher Education, Research, and Innovation (2016-). I was previously a postdoctoral researcher at ARENA - Centre for European Studies, University of Oslo (2008-2012), the Academic Coordinator of UACES collaborative research network on the European Research Area (2013-2016), and a visiting scholar at SCANCOR, Stanford University. During February to May 2018, I will be a writing fellow at the Johannesburg Institute of Advanced Studies, South Africa.

My research interests lie at the intersection of public policy, regionalism, and international relations. I am currently researching academic mobility to and from Singapore, how governments in Asia and Europe compete for talent in a globalised world, how scholarly networks are organised across time, and the emergence and evolution of higher education regionalisms. 

I studied political science at Berkeley (BA), European public administration at Leiden (MA), European politics and society at Oxford (MPhil), and international studies at Cambridge (PhD).
