Welcome to my personal site!  

My name is Hsuan and I hold the Provost’s Chair in Public Policy and Global Affairs (2019-) at NTU Singapore, where I joined as a a Nanyang Assistant Professor in the Public Policy and Global Affairs Programme in 2013. I am also a Visiting Professor at the Faculty of Social Sciences, University of Helsinki (2019-).

I was previously a postdoctoral researcher at ARENA - Centre for European Studies, University of Oslo (2008-2012); a visiting scholar at SCANCOR, Stanford University (2012); the Academic Coordinator of UACES collaborative research network on the European Research Area (2013-2016); an Associate Fellow at EU Centre Singapore (2013-2019); a writing fellow at the Johannesburg Institute of Advanced Studies (February-May 2018); and the Convenor of the ECPR Standing Group on Knowledge Politics and Policies (2016-2019). For the academic year 2018-2019, I was a Fung Global Fellow at the Princeton Institute for International and Regional Studies, Princeton University. During 2019-2020, I will be a Japan Foundation Fellow at Waseda University.

Together with Kim Moloney and Michael Bauer, I am the series co-editor of Transnational Administration and Global Policy with Bristol University Press (launched in June 2019).

My research interests lie at the intersection of politics, public policy, and comparative regionalism. I am currently researching the emergence and evolution of higher education regionalisms in Asia and Europe, how governments in Asia and Europe compete for talent in a globalised world, academic mobility to and from Singapore, and the ways in which scholarly networks are organised across time. 

I studied political science at Berkeley (BA), European public administration at Leiden (MA), European politics and society at Oxford (MPhil), and politics and international studies at Cambridge (PhD).
